Method and sources

Rents are the ONS Price Index of Private Rents (PIPR) average monthly private rent per local authority, all dwelling types, for Jul 2026. They are averages across existing tenancies, not asking rents for new lets, and they are not adjusted for property size. The estimated gross yield column divides 12 months of that rent by the HM Land Registry median price paid in the same local authority (see rental yields in England & Wales); it is before costs, taxes and vacancy. Scotland and Northern Ireland are not covered.

Questions and answers

Where is the cheapest place to rent in England & Wales?

Hartlepool, with an average private rent of £556 a month (Jul 2026). The next cheapest are Powys (£622), Burnley (£628) and North East Lincolnshire (£633).

Where is the most expensive place to rent?

Kensington and Chelsea (£3,629 a month). Outside London: Oxford (£1,966).

Is rent cheaper in Wales than in England?

By the median of local-authority averages, Wales is £754 a month and England £1,075 (Jul 2026).

Are these asking rents?

No. ONS PIPR measures rents paid across existing private tenancies, so it moves more slowly than asking rents on listing sites.

How often is this updated?

Monthly, when ONS publishes the Price Index of Private Rents. The page rebuilds from the latest release.

Estimate, not an offer or a forecast. Gross yields are before costs, taxes, vacancies and financing, and rents and prices come from different sources and samples. Areas are averages: a specific property can differ a lot. Information only, not a recommendation.
